The Medicare EHR Incentive Program, commonly referred to as meaningful use, defined minimum government standards for using electronic health records (EHR) and for exchanging patient clinical data between healthcare providers, between healthcare providers and insurers, and between healthcare providers and patients. Incentive payments became available to eligible professionals who successfully demonstrated the use of a certified EHR technology.
Building on Meaningful Use: Merit-based Incentive Payment System (MIPS)
The U.S. Centers for Medicare and Medicaid Services (CMS) have since moved from a reimbursement model based on meaningful use to a value-based care model through the introduction of the Medicare Access and CHIP Reauthorization Act (MACRA). Under MACRA, the new Merit-Based Incentive Payment System (MIPS) consolidates components of multiple, quality programs into a single, cohesive program that avoids redundancies and improves quality of care. The Quality Payment Program (QPP) in MIPS now rewards clinicians based on the quality, cost effectiveness, and patient engagement of their certified EHR technology as well as their incorporation of QPP categories such as Advancing Care Information and Quality Measures Reporting.
